Reg. 24713 (Aug. 22, 2005) (effective for 120 days from Aug. 10, 2005).* Commission Comment: PL 1-8, tit. 1, ch. 10, codified as amended at 1 CMC §§ 2501-2507, creates the Department of Public Safety (DPS) within the Commonwealth government, composed of a police force. See 1 CMC § 2501; see also PL 14-25 § 3 (effective Aug. 20, 2004) (amending 1 CMC § 2501). 1 CMC § 2507 directs the Department to adopt rules and regulations regarding activities over which it has jurisdiction. “The Public Safety Enhancement Act of 2005,” PL 14-77 (effective July 8, 2005), codified at 3 CMC §§ 5801-5804, allows DPS to charge fees for activities that hinder DPS from performing core duties. 3 CMC § 5802 authorizes the Commissioner of DPS to promulgate rules and regulations to effectuate the Act. § 150-90-001 Non-Essential Services Fee Schedule The Commissioner of Public Safety finds that the following services are not an essential part of its law enforcement or core responsibilities as set forth in P.L. 14-77. The services and fees are as follows: 1 Shoreline security protection of vessel/ship 1,500 per day Boat 3 Towing of privately owned boats 300 seventy-two (72) hours 5 Funeral Escort 200 7 Special events and/or activities requesting officer assistance 5 per day special events 9 Marine Events 80 11 Armory Storage Fee 100 per day (ammunition not included/provided) 13 Escorting of a commercial vehicle (CMV) - one way $200 per escort © 2026 by The Commonwealth Law Revision Commission (Feb. 15, 2026) Page 1 of 2
