Commission Comment: Tinian Local Law 6-2 (effective Sept. 2, 1988), the “Tinian Cockfighting Act of 1988,” codified at 10 CMC §§ 2411-2419, establishes a Cockfighting Board for the second senatorial district. See 10 CMC § 2412(a). The Board is authorized to promulgate rules and regulations pertaining to the organization of the Board and to cockfighting and cockfight gaming as necessary to carry out the intent of the act. 10 CMC § 2413(b).
