CNMI Court System

CNMI Supreme Court

The highest court of the Commonwealth, established in 1989. Composed of a Chief Justice and two Associate Justices, each serving 8-year terms. Hears appeals from the Superior Court and has original jurisdiction in limited matters.

CNMI Superior Court

The trial court of general jurisdiction for the Commonwealth. Composed of five judges. Has divisions on Saipan, Tinian, and Rota. Handles civil, criminal, family, probate, and juvenile matters.

U.S. District Court for the Northern Mariana Islands

Federal court with jurisdiction over federal matters in the CNMI. Established in 1977 under the Covenant with the United States. Serves as the federal trial court for the Commonwealth.

Local Mayors’ Courts

Municipal courts with limited jurisdiction operating in each island municipality. Handle minor civil and regulatory matters at the local government level.
