§ 103. Covenant- Defined
TITLE 1: GENERAL PROVISIONS § 103. Covenant: Defined. “Covenant” means the Covenant to Establish a Commonwealth of the North- ern Mariana Islands in Political Union With the United States of America. Source: U.S. Public Law 94-241 (90 Stat. 263). Commission Comment: The Covenant is codified in the United States Code at 48 U.S.C. § 1801 note, and is reprinted in the Commonwealth Code in the material preceding title 1. The Commission inserted a colon in place of a dash in the heading of this section to conform the heading to the style used elsewhere in the code. Accord- ing to PL 3-90, § 7(a) (reprinted in the preface material, prior to title 1), “sec- tion headings … do not in any manner affect the scope, meaning, or intent of the provisions of this Code.”
