Commission Comment: PL 3-35 took effect December 14, 1982. Accord- ing to PL 3-35, § 1: The Legislature finds that each year the islands of Rota, Tinian, and Saipan celebrate the Saint Francis De Borja Fiesta, the San Jose Fiesta, and the San Isidro Fiesta, respectively. Off-island guests and visitors come to the Northern Marianas to join in the celebrations, and to enjoy the historic, scenic, recreational values and natural beauty of our islands. It is important that one week be designated before the celebrations for island clean-up in Rota, Tinian, and Saipan to remove garbage, litter, junk and other rubbish in order that we can preserve and enhance the scenic and natural beauty of our islands.
