§ 411. Legislative Finding

TITLE 1: GENERAL PROVISIONS § 411. Legislative Finding. In the emergence of the Northern Marianas as a viable community, there were exemplary achievements, acts and deeds by men and women, young and old, indigenous and nonindigenous, which contributed to making what the Common- wealth is today. These achievements, acts and deeds, in many cases, are now part of the Commonwealth’s history, tradition or heritage worthy of public recogni- tion and deserve to be memorialized in a fitting manner for the present and future generations. Therefore, a means should be devised through which appropriate honor and recognition can be officially conferred and preserved for posterity. It is the wish of the people of the Commonwealth that there be a “Common- wealth Hall of Fame” to serve as an official repository for public recognition, honor and awards accorded those persons whose exemplary, distinguished or meritorious acts, deeds or achievements have, in some way, contributed, enriched or enhanced the history, culture, heritage or the social, political or economic development of the Commonwealth. It is the intent of the legislature that the criteria for induction into the Com- monwealth Hall of Fame be of the highest standards. A person may be inducted into the Commonwealth Hall of Fame only after he or she has met certain criteria. Source: PL 3-46, § 1. Commission Comment: PL 3-46 took effect February 11, 1983. Executive Order 94-3, the “Second Reorganization Plan of 1994” (effective August 23, 1994), reorganized the Commonwealth government executive branch, changed agency names and official titles and effected numerous other revisions. According to Executive Order 94-3, § 308(g): Section 308. Department of Community and Cultural Affairs… . (g) Hall of Fame. The Commonwealth Hall of Fame is abolished and its records, property, facilities, equipment, and supplies transferred to the Department of Community and Cultural Affairs.
