§ 430. NMI Retirement Building- Governor Lorenzo I. De Leon Guerrero Retirement Fund Building
TITLE 1: GENERAL PROVISIONS § 430. NMI Retirement Building; Governor Lorenzo I. De Leon Guerre- ro Retirement Fund Building. The Northern Mariana Islands Retirement Building at Capitol Hill, Saipan is hereby renamed the “Governor Lorenzo I. De Leon Guerrero Retirement Fund Building,” in honor of Lorenzo I. De Leon Guerrero, the third Governor of the Commonwealth of the Northern Mariana Islands. Source: PL 15-47, § 2(430(a)), modified. Commission Comment: Public Law 15-47 took effect February 26, 2007, and contained findings and purpose, dedication, appropriation, severability, and savings provisions. According to PL 15-47: Section 1. Findings and Purpose. The Legislature finds that the late Honorable Lorenzo I. De Leon Guerrero dedicated over twenty years of his life to public service for the people of the Commonwealth of the Northern Mariana Islands. The late Honorable Lorenzo I. De Leon Guerrero was elected as a senator in the Fourth and Fifth Northern Marianas Islands Legislature in 1972 and 1976. He served as delegate and president of the First Marianas Constitutional Convention in 1976. The late Honorable Lorenzo I. De Leon Guerrero was further elected as a senator and the first senate president of the First Northern Marianas Commonwealth Legislature in 1978. He further served as a delegate and chairman on the Committee on Finance and Other Matters at the Second Constitutional Convention in 1984. The late Honorable Lorenzo I. De Leon Guerrero was elected as the third Governor of the Commonwealth of the Northern Marianas in 1990. As Governor of the Commonwealth, the late Lorenzo I. De Leon Guerrero significantly improved and expanded the Commonwealth’s infrastructure including installing traffic lights throughout Saipan. Furthermore, the late Honorable Lorenzo I. De Leon Guerrero was instrumental in the establishment of the Northern Mariana Island[s] Retirement Fund as well as the construction of the Northern Mariana Island[s] Retirement Fund Building at Capitol Hill. The purpose of this legislation is to honor the late Honorable Lorenzo I. De Leon Guerrero’s contributions to the people of the Commonwealth by renaming the Northern Mariana Island Retirement Fund Building the “Governor Lorenzo I. De Leon Guerrero Retirement Fund Building.”
