§ 434. Rota- Schools
TITLE 1: GENERAL PROVISIONS § 434. Rota: Schools. (a) The number five classroom building at the Rota Elementary School campus is named the “Misael Hocog Ogo Building.” (b) Renaming of the Rota Junior/Senior High School. The Rota Junior/Senior High School located in Songsong Village, Rota is hereby renamed as the “Dr. Rita Hocog Inos Junior/Senior High School” in recognition and appreciation of her untiring and outstanding contributions to the Public Schools System and to the people of the Commonwealth. (c) The former Junior Reserve Officers’ Training Corps (JROTC) building at the Rota High School located in Liyo, Rota is hereby named “SGM Herman Manglona Atalig JROTC Building” in recognition and appreciation of his untiring and outstanding contributions to the CNMI Public School System and to the people of the Commonwealth. Commission Comment: The Commission changed “Public Schools System” to “Public School System” to correct a manifest error in subsection (b) pursuant to 1 CMC § 3806(g). Subsection (b) honors and recognizes the late Dr. Rita Hocog Inos, former Commissioner of Education, for her outstanding accomplishments in the field of education and her hard work and dedication toward improving educational standards for Commonwealth students. The Commission renamed this section from “Rota: Classrooms” to the current title upon the codification of Rota Local Law 17-6. RLL 17-6 (effective July 28, 2010) included findings and purpose, dedication, transition period, severability and savings clause provisions. Subsection (b), PL 18-15 § 2 (August 16, 2013), was modified by removing emphasis on the title and within the quotation. The law contained, in addition to savings and severability clauses, the following: Section 1. Findings. The Legislature finds that Rota Local Law 17-6 renamed the Rota Junior High School located in Songsong Village, Rota to “Dr. Rita Hocog Inos Junior High School” in recognition and appreciation of Dr. Inos’ untiring and outstanding contributions to the Public Schools System and to the people of the Commonwealth. The Legislature further finds that on August 25th 2011, the Board of Education (BOE) voted and approved to merge Dr. Rita Hocog Inos Junior High School and Rota High School. In light of the BOE’s decision to merge the two schools, it would only be fitting that the name be kept. The purpose of this Act is to assure the continuity in honoring the legacy of the late Dr. Rita Hocog Inos and her dedication, achievements, contributions and commitment to the Commonwealth of the Northern Mariana Islands Public Schools System.
TITLE 1: GENERAL PROVISIONS In codifying RLL 22-10, the Commission unbolded and unitalicized pursuant to 1 CMC § 3806(g). Additionally, the law included findings and purpose, dedication, severability, savings clause, and effective date provisions.
