TITLE 9: VEHICLE CODE DIVISION 7: SERIOUS TRAFFIC OFFENSES AND PENALTIES § 7102. Theft of Vehicle. (a) Every person who operates or takes a vehicle without the consent of the owner, and with intent to permanently deprive the owner of his or her title to or possession of that vehicle, whether with or without intent to steal the same, and every person who is a party or accessory to or an accomplice in any such driving or unauthorized taking or stealing is punishable by a fine not to exceed $2, 000 or b y im p r i so nm e n t o f n o t m ore t han f i v eye a rs, or b y b o t h s u c h f in e an d im p r i so n - m e n t .
