§ 7409. Deposit of Bonus Miles.[Repealed by 10-79.]

Commission Comment: PL 10-79 took effect January 6, 1998. According to PL 10-79, §§ 1, 2, and 3: Section 1. Findings and Purposes. (a) The Legislature finds that— (1) the purpose of Public Law No. 9-54 is to require all bonus miles earned by government employees on air travel paid for by the Commonwealth Government to be allocated to the Medical Referral Program; (2) P.L. 9-54 was enacted in a creative effort to address the fiscal needs of the Commonwealth’s Medical Referral Program; (3) the airline carriers cannot be required to establish either individual account numbers or collective master accounts for the benefit of the Commonwealth Government; (4) only two airlines (Northwest Airlines and Continental Micronesia) have assigned individual government employees with a mileage program number separate from their own personal mileage account numbers; (5) the airlines cannot assign a master number to the Government for the collective receipt of all bonus miles earned by government employees; (6) without a master account, the earned mileage will remain in hundreds or thousands of individual government employee accounts and the Commonwealth will remain unable to use any or part of the bonus miles earned on flights paid for by the Government for the benefit of the Medical Referral Program; (7) although well intended, P.L. 9-54 cannot be implemented for the purpose for which it was enacted. (b) The purpose of this Act is to— (1) repeal Public Law No. 9-54; and (2) authorized government employees to transfer all bonus miles earned on flights paid for by the Government to their personal mileage accounts. Section 2. Repealer. Public Law No. 9-54 is hereby repealed in its entirety. Section 3. Authorization to Transfer. Employees who earned bonus miles on flights paid for by the government from the date of the implementation of Public Law No. 9-54 are entitled to the bonus miles earned on such flights and are hereby authorized to transfer those bonus miles from their government assigned accounts to their personal accounts.
