§ 1131. Existing Submarine Cables

TITLE 10: LOCAL LAWS DIVISION 1: FIRST SENATORIAL DISTRICT (ROTA) § 1131. Short Title. This article may be cited as the Lantana Camara Control Act of 1990. Source: Rota LL 7-8, § 1. Commission Comment: Rota LL 7-8 took effect November 1, 1991. Ac- cording to Rota LL, § 2: Section 2. Findings and Purpose. The Legislature finds that the Lanta- na Camara, a member of the Family Verbenaceae, although having con- siderable ornamental value in temperate zones, is easily controlled and poses no threat to local ecosystems[] in the tropics and especially in the [P]acific region. It has become one of the World’s top ten worst noxious weeds and poses serious problems in these areas. The Lantana Camara grows rapidly in the tropics, forms bushy thickets and kills neighboring plants due to its allelopathic properties; additionally, a toxic effect of the Lantana Camara causes photosensitization in various animals. The plants contain a photodynamic substance which, when ingested by domestic an- imals, sensitizes them to light so that they may develop serious symptoms often resulting in death after exposure to strong sunlight. The Lantana Camara is currently a serious problem in the pastures of Tinian and Sai- pan and in all cleared areas of Aguijan. The island of Rota is, according to recent competent surveys, free of the noxious weed, and it is the desire of the Legislature that strong measures be taken to continue to keep Rota free of the Lantana Camara.
