TITLE 9: VEHICLE CODE DIVISION 5: RULES OF THE ROAD § 5804. Downgrade Operation. The operator of a motor vehicle may not operate the vehicle with the gears in neutral position or with the clutch disengaged while traveling on a downgrade on any public highway. Source: PL 3-61, § 1 (§ 564).
