§ 5904. Operations and Concessions
TITLE 4: ECONOMIC RESOURCES DIVISION 5: BUSINESS REGULATION § 5904. Certification. The secretary or his or her designee shall certify that an alien investor has met the requirements for a commerce certificate before a business license may be processed by the Secretary of Finance. The certification by the secretary shall be consistent with the recommendation by the Foreign Investment Review Commit- tee. No business or foreign national ID shall be issued or granted without the expressed approval by way of certification of the Secretary of Commerce.
