§ 51126. Executive Director- Powers and Duties

§ 51126 TITLE 4: ECONOMIC RESOURCES DIVISION 5: BUSINESS REGULATION § 51126. Executive Director: Powers and Duties. The executive director shall have the following powers and duties: (a) to aggressively market and promote the CNMI economic incentive districts internationally to businesses of the type determined by the Board by regulation to be desirable for the future economic development and diversification of the CNMI; in making its determination of the desirability of business activities, the Board shall be guided by the intention of the Legislature as reflected in this Act; (b) to be in full charge and control of the operation and maintenance of the property controlled by the Authority, and of construction of any facilities and other necessary or incidental works controlled by, or required to be constructed or re- paired by the Authority. (c) to ensure that all rules and regulations of the Authority are enforced; (d) to attend all meetings of the Board and submit a general report on the affairs of the Authority; (e) to keep the Board advised on the needs of the Authority; (f) to approve demands for payment of obligations within the purposes and amounts authorized by the Board; (g) to prepare or cause to be prepared all plans and specifications for the con- struction and repair of works and facilities operated by the Authority; (h) to devote full time to the business of the Authority; to select and appoint the employees subject to the approval of the Authority, except as otherwise provided in this chapter; to plan, organize, coordinate and control the services of such em- ployees in the exercise of the powers of the Authority under the general direction of the Board; and, in lieu of hiring employees of the Authority to perform any of the tasks, works or other services required by the Authority, to contract with inde- pendent contractors, as persons, organizations, or corporations, to provide such services; (i) to cause to be published within 60 days after the end of each fiscal year a financial and operations statement showing the result of operations for the preced- ing fiscal year and financial status of the Authority on the last day thereof, which publication shall be made in the manner provided by the Board; (j) to perform such other and additional duties as the Board may require; and (k) to be an ex officio (non-voting) member of the Board.
