§ 5252. Minimum Speed Limit
TITLE 9: VEHICLE CODE DIVISION 5: RULES OF THE ROAD § 5252. Minimum Speed Limit. (a) No person may operate a motor vehicle so slowly as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law. (b) Whenever the bureau determines on the basis of an engineering and traffic investigation that low speeds on any part of a highway consistently impede the normal and reasonable movement of traffic, the director may determine and designate by regulation a minimum speed limit below which no person may operate a vehicle except when necessary for safe operation or in compliance with law.
